I believe it can, you just have to hold yourself accountable. Schedule a time you want to do an activity. Like going to the gym, I'll schedule a time, if I'm tired I'll only go for 30 mins or skip a few exercises. If I couldn't make it at the scheduled time, I'll go a little later. And for target you can create rewards or punishments, like if I workout 4x this week, I'll reward myself with x. Or if I don't workout 4x this week, then I won't get to do y. For me, keeping a habit tracker really helps to hold myself accountable, especially when I have a streak going, I'm motivated to not break it. I hope this helps!
